Webster Lincoln was appointed by the City of East Palo Alto to the Board of Directors of the Bay Area Water Supply and Conservation Agency on January 2025.  The city’s water utility is operated and managed by a private contractor, American Water Services, Inc.  The service area is a residential community with some commercial and industrial development.

 

Elected to the City Council in 2024, Mr. Lincoln is committed to balancing tradition and innovation to serve the people of East Palo Alto. His top priorities include affordable housing, youth empowerment, economic development, and maintaining local management and control over essential services such as the East Palo Alto Sanitary District. Known for making data-driven and evidence-based decisions, Mr. Lincoln strives to ensure the city’s growth reflects and preserves its unique culture and community.

 

With a professional background at the intersection of public health and technology, Mr. Lincoln brings a unique blend of expertise to the East Palo Alto City Council and the BAWSCA Board. He has contributed to research efforts at Stanford Research Institute, Merck, and Genentech, focusing on digital pathology and personalized healthcare. During the pandemic, Mr. Lincoln worked with the California Department of Public Health, analyzing vaccine distribution to support equitable health outcomes. Additionally, as the founder of DigPath, a digital pathology startup, he aims to expand global access to diagnostic expertise.

 

Mr. Lincoln is proud to call East Palo Alto home, with family roots in the community dating back to the 1960s. Growing up in a military family, Webster experienced life in different places, but East Palo Alto has always been where his heart is. Inspired by his mother’s service as a director for the East Palo Alto Sanitary District, Mr. Lincoln developed a deep passion for giving back to the community that shaped him.
