  • David Cohen

David Cohen was appointed by the City of San Jose to the Board of Directors of the Bay Area Water Supply and Conservation Agency in January 2023. He represents District 4 of San Jose on the City Council. District 4 covers North San Jose and Alviso, which receive water from the San Francisco regional water system. This service area is predominantly industrial with some residential and commercial land use.

David was elected to San Jose City Council in 2020, and has worked to open up North San Jose to development, push San Jose to be carbon neutral by 2030, improve constituent services, plant more trees, and improve parks and library services. He serves on the Executive Boards for the League of California Cities and the Association for Bay Area Governments. He also serves on the Treatment Plant Advisory Committee for the San Jose Regional Wastewater Facility.

Prior to being elected to City Council, David served 14 years as a member of the Berryessa School Board, where he focused on building strong relationships with local families, teachers, staff and students. He helped the district weather a protracted recession and focused on making sure students have access to technology, mental health services, and educational resources they need to be successful. He also moved the schools to solar energy and away from Styrofoam lunch trays.

David received his BS degree in Chemical Engineering from Cornell University and PhD from UC Berkeley. He spent 21 years as an engineer and manager in Silicon Valley. He holds 10 patents and numerous publications. Prior to moving to Silicon Valley, he worked in Process Development at Clorox. He is a Senior Fellow of American Leadership Forum.
